Permit to Carry

Residence Requirements
The McLeod County Sheriff’s Office processes Permit to Carry Applications for all McLeod County
residents and any non-Minnesota residents.  Be ready to provide:

  • A valid Minnesota driver’s license or state identification card with current address
  • OR, a valid temporary paper license from Driver and Vehicle Services with your current address.
  • OR, a passport along with one of the following residency documents with your name and current address dated from the last 30 days. (For applicants who don’t have a current driver’s license/ID):
    •  Utility bill (Examples: gas, garbage, electric, cable, etc.)
    •  Utility hookup statement.
    •  Employee or unemployment pay stub.

Non-Residence Requirement
The McLeod County Sheriff’s Office processes Permit to Carry applications for any non-Minnesota residents.  Out-of-state applicants may apply at any of the 87 counties in the state.  When applying in McLeod County, please provide an out-of-state driver’s license/identification card with your current address.

Permit to Carry Fees

The Sheriff’s Office accepts cash or cashier’s checks. We do not accept credit card payments.
$70 New Fee
$50 Renewal Fee – if applying within 90 days prior to Permit to Carry’s expiration date
$60 Late Renewal Fee – if applying within 30 days past the Permit to Carry expiration date
$25 Military – if applying for New, Renewal or Late Renewal. You must provide qualifying
                          identification or documentation of service.
$10 Replacement Card (change of address/personal information/lost/damaged/stolen cards)

Note: Permits that have been expired for 31 days or more will be submitted as ‘new’ applications.

How to Apply for a New or Renewal Permit to Carry

1.         You must apply in-person at the McLeod County Sheriff’s Office.
2.        Complete the Minnesota Uniform Firearm Application Permit to Carry a Pistol form. Applications
           are also available at the Sheriff’s Office. If you fill out the form in advance, please ensure that the
           date written on the application is the date the application is submitted.
3.        Provide training certificate.
                          -           Proof of training in the safe use of a pistol that meets the requirements of
                                       Minnesota Statute 624.714 from a BCA certified instructor.
                          -           Training must have been completed within 12 months prior to the date of the application.
                          -           Proof of training is required for all new and renewal applications.
4.        Provide identification as noted above in ‘Residency Requirements’.
5.        Provide applicable fee payment as noted above.
6.        Applicants who are otherwise ineligible for a permit due to a criminal conviction, but who have obtained a
            federal pardon or state restoration of civil rights, must submit a copy of the relevant Order.
7.        Incomplete Applications will be DENIED.

Additional Information

  • Applicants must be at least 21 years old and a citizen or permanent resident of the United States.
  • Applicants must successfully pass the required background check.
  • The Sheriff’s Office must act on the application within 30 days of receiving the application packet.
  • A Permit to Carry is valid for 5 years throughout Minnesota and acts as a Permit to Purchase.
  • A Permit to Carry becomes void when the holder becomes prohibited by law.
  • Minnesota does not require fingerprints for a Permit to Carry.

Fingerprinting Service 
The McLeod County Jail offers fingerprinting services Monday through Friday (except holidays) by appointment.  Please call 320-864-3134 Option #1 to schedule an appointment. 

Update Address or Personal Information
State law requires that Permit to Carry holders notify the issuing Sheriff’s Office within 30 days of any change of address.  Failure to do so is a petty misdemeanor. Address and personal data changes are processed through the county who issued your permit until the permit expires.  Once the permit expires, you will renew in your current county of residence.

Permit cards are not required to be reprinted with new address.  However, gun shops require an address matching your current ID when using it as a Permit to Purchase.  Names changes, address changes from one state to another, or change in type of ID require new cards to be printed.

                 In Person or by Mail:
              1.     Provide a driver’s license/ID with new address or a temporary paper license from Driver and
                     Vehicle Services. (If mailing, provide a color photocopy of your identification.)
              2.    Provide current Permit to Carry. (If mailing, provide a photocopy of your permit.)
              3.    Provide completed Minnesota Uniform Firearm Application Permit to Carry a Pistol form. Address
                     changes complete first page only. Name changes complete page one and two. 
              4.    Provide $10 fee, if you are requesting an updated card. (cash or cashier’s check only)
              5.    Drop off or mail to:

              the address change. We will update your information in our system.
              (Replacement card requests need to be done in person or by mail.)

Replace Lost or Damaged Permits

State law requires that Permit to Carry holders notify the issuing Sheriff’s Office within 30 days of any change, loss or destruction.  Failure to do so is a petty misdemeanor.

Lost or damaged permit requests are processed through the county who issued your permit until the permit expires.  Once the permit expires, you will reapply in your current county of residence.

In Person or by Mail:
1.      Provide a driver’s license/ID with new address or a temporary paper license from Driver and Vehicle Services.
        (If mailing, provide a color photocopy of your identification.)
2.     Provide completed Request for Replacement Permit to Carry form. Forms are also available at
        the Sheriff’s Office. Please note that this form must be notarized. If you come in person, the Sheriff’s Office
        will notarize it for you.
3.     Provide completed page one of the Minnesota Uniform Firearm Application Permit to Carry a Pistol form.
4.     Provide $10 fee. (cash or cashier’s check only)
5.     Drop off or mail to:
