Disabled Veteran Market Value Exclusion

Veterans with a disability, and also their surviving spouse or primary family caregiver, may meet the requirements to qualify for a market value exclusion on their eligible property. This is a county-administered program. The property must have an existing Homestead Classification, and the applicant must meet the other requirements listed on the Minnesota Department of Revenue's Market Value Exclusion for Veterans with a Disability

The market value exclusion program is for Veterans with a 70% or greater service-connected disability rating through the U.S. Department of Veterans Affairs (VA), eligible surviving spouses of Veterans, and eligible primary family caregivers of Veterans. Applicants will be required to provide proof of eligibility through required documentation; this documentation will be obtained through the local Veterans Service office.   • Veterans must work with their veterans service officer to receive their disability rating and required documentation
  • There are two market-exclusion levels: $150,000 and $300,000. Eligibility for each level is based on qualifying factors listed here
  • Submit the completed application (along with the required documentation) to your County Assessor's office by December 31 to qualify for taxes payable in the next year. Some manufactured homes are taxed in the same year their property is assessed. For these properties, apply as soon as possible
  • The property must already be receiving a homestead classification
  • Surviving spouses may apply within two years of the death of the service member
  • Veterans may qualify if they:
    • Are honorably discharged from the United States armed forces
    • Have a service-connected disability rating of 70% or higher
    • Own and occupy a homesteaded property on December 31
